CareOregon is seeking an IS Application Systems Administrator II to be responsible for implementing, maintaining, and influencing the selection of corporate applications in support of business strategies. This role is essential for maturing the application system support model within the organization, which operates in the healthcare space.

Essential Responsibilities and Application Mandate

This position is a mid-level role that requires a mix of design consultation, hands-on administration, and policy contribution, with a focus on high reliability and security within the application ecosystem. The role includes participating in an after-hours on-call rotation.

Core Areas of Focus:

  • Application Systems Design:
    • Actively participate in the design and maintenance of highly reliable server-side applications (Microsoft environment, enterprise/custom applications, data backup, and cloud services).
    • Advise other IS teams on best practices for application/process design.
    • Participate in the maintenance of the enterprise application portfolio and inventory.
  • Application Systems Administration and Operations:
    • Execute tasks related to tickets and service requests for server-side activities.
    • Actively maintain application and server software (updates and upgrades).
    • Analyze business needs; research and recommend solutions, including risks and mitigation.
    • Run and review reports on application performance and event anomalies; make internal adjustments.
    • Develop and maintain appropriate application documentation.
    • Actively configure user account access to applications.
  • Standards and Policy Administration:
    • Propose requirements and standards for application selection and deployment.
    • Assist with the development and management of application/database security policies (e.g., web applications and SQL server security).
    • Participate in planning for and supporting Disaster Recovery and Business Continuity initiatives.
  • Vendor Coordination:
    • Establish and maintain effective working relationships with external partners and application vendors.
    • Conduct product and vendor research and present recommendations.
    • Maintain service contracts and licensing; monitor adherence to SLAs with outside parties.

Required and Preferred Qualifications

The ideal candidate has foundational experience in application support, scripting, cloud offerings, and knowledge of IT service management concepts.

Required Experience & Knowledge:

  • Minimum 3 years’ experience in Application and Administration support.
  • Experience should include some or all of the following:
    • Scripting and automation (PowerShell and T-SQL preferred).
    • Understanding of Cloud and “as a Service” offerings (Azure/AWS preferred).
    • General understanding in Windows environments.
    • ITIL concepts and practices.
    • Systems integration and data flow.
  • Advanced knowledge in some or all of the following HealthTech/Enterprise platforms:
    • Enterprise applications integration and business process automation tools (e.g., BizTalk).
    • Claims processing technologies (e.g., QNXT, Facets).
    • Electronic health record technologies (e.g., EPIC, Allscripts).
    • Document management and collaboration platforms (e.g., SharePoint, Office 365).
    • Compute environments (server hardware, storage, virtualization).

Preferred Experience:

  • Bachelor’s degree in Computer Science or a related field.
  • Mid-level Microsoft certifications.
  • SQL experience, Tableau server administration experience, and FTP/SFTP file transfer experience.
